Lakshmi Puja is done in Pradosh, the 2 hours 24 minutes after sunset. Inside Pradosh, many families wait for a sthir (fixed) lagna, a sign whose quality is steadiness, so that the puja's blessing stays. The four fixed signs are Vrishabha (Taurus), Simha (Leo), Vrishchika (Scorpio) and Kumbha (Aquarius); on Diwali evening it is usually Vrishabha that rises inside Pradosh.
The lagna is the sign rising on the eastern horizon where you are, so it changes with your city. Practice varies by family and region; your family's or your pandit's timing comes first.
Sunset and Pradosh come from our panchang for your city, at the offset in force on the night; the rising sign comes from the sidereal zodiac (Lahiri ayanamsa), timed to the second. A panchang that uses another ayanamsa or rounds differently can differ by a few minutes.
